For Neo-Lib Democrats like Mark Lloyd the concept is less Freedom of Speech and more control of what speech is made by controlling what the public is allowed to hear. In other words, in Lloyd's perfect world, propaganda is what the people should hear, not the truth. After all, how can you implement a 1984 strategy if opposing viewpoints are allowed?
