Their cynical use of Ronald Reagan in their advertisement is, therefore, clearly an attempt to ensure that it has its bread buttered on both sides. They know that Cap & Trade will be opposed by a majority of Americans and that We the People will retaliate against those who support it. They support it but want to keep it at arm's length so that they can disavow it if necessary.
