It is true that the liberal-progressive-socialists outnumber the Republicans in Congress by numbers that make the Republicans seem inutile. But at the same time there have always been ways in which an active minority can be effective in the legislative process and I don't think anyone would say that the Republican leadership has been effective in this vein.
