Of course they disregard the people. Liberal-progressive-socialists don't believe that the people are smart enough to know what is good for them. Besides, they are the ruling elite and they know best.
That's what's in Obama's mind when he speaks to Congress about ramming Obamacare through. That and the fact that it will be a step toward full socialism which is where he, Reid and Pelosi want to take America. Then it will be just a short step towards full fascism.
